About Us

Hope 4 Kids is committed to providing loving Foster & Adoptive homes for abused, abandoned, and disadvantaged children. We accomplish this by working closely with the local churches and community to locate, equip, and certify quality families and individuals that are excited about caring for children. These families provide a secure, nurturing environment, while assisting in preparing the children for reunification or adoption. In addition we offer on-going training and counseling for children, biological families, foster parents, and adoptive parents in order to facilitate healthy physical, emotional, and spiritual growth.

Who Are We

Hope 4 Kids (a program of Development Solutions, Inc.) is a non-profit (501c3) Foster Care & Adoption Agency that is licensed by the State of California (License #306099614). The organization was founded by Len & Peggy Carey in 1995 to serve children and families in the Southern California area.

Our Team

Peggy Roger-Carey, L.C.S.W. is the CoFounder and Program Developer for Hope 4 Kids. She is a Licensed Clinical Social Worker who has been professionally caring for children in Group Homes and Foster Care for the past 20 years. Peggy is an experienced individual and family counselor, and developed a reputation for being able to bring about positive change, even where others had tried without success. She is well known for her outstanding work within the Adoption, Group Home, and Foster Care communities.

Len Carey is the CoFounder & Director of Hope 4 Kids, and has been largely responsible for determining the primary vision, business infrastructure, and marketing components of the organization. Len brings with him more than 20 years of business management and marketing experience gained from the computer & software industry, which he acquired while functioning as a Business Development Manager for Apple Computer. He also has an educational background in Philosophy, Theology, Counseling, and Business Management..

Becky Wills, B.A., is the Adoptions & Foster Care Coordinator. With a background in Office Administration, she makes sure there is a place for everything and everything is in it’s place. Becky plays a vital role in our administration process, and has gained a comprehensive knowledge of all we do. She is currently completing her M.S.W.

Karleen Cox, B.A., is the Administrator of Hope 4 Kids. She has been the driving force behind the development of our domestic adoptions program, and serves as a competent trainer for both Foster Care and Adoption classes. With a background as a school teacher, Karleen has become an Adoption expert, as well as an invaluable researcher, trainer, and organizer.

Hugh Margesson, has an extensive background in administration and development for non-profit organizations. Hugh played a significant role in building the framework for Hope 4 Kids during the startup phases of the Agency, and he continues to play a vital leadership role. He has been working with Concept 7 for more than 10 years, and it’s no secret that much of their success is a direct result of his efforts. Hugh’s wife Marlene is currently the Executive Director for Concept 7.

Bill Seery, M.F.T. is a Marriage, Child and Family Counselor, who has over 20 years experience working with children and families. Bill has been instrumental in helping us develop our training program. He is also the author and creator of an innovative parent training series called “Extreme Parenting” available on DVD.

John Drew, Ph.D. As a member of our Advisory Board, with a Ph.D. in Political Science from Cornell University, Dr. Drew has played a significant role in educating the public and the academic world about the tragedies of child abuse. John brings a wealth of knowledge, resources, and direction to our organization.

Why We’re Different

Going the Extra Mile:

Hope 4 Kids is dedicated to providing a personal touch! Due to overwhelming demands, many larger agencies sometimes have difficulty “hand holding” their families through the certification process and beyond. Whereas, Hope 4 Kids is a smaller organization and capable of going the extra mile for each client and child. We can offer a more intimate setting, so you don’t feel you’re just another cog in the wheel. We also pride ourselves on getting things done quickly and efficiently, which is usually easier for us due to our smaller size.

A Spiritual Perspective:

Hope 4 Kids is committed to addressing the spiritual dimension of human development, and recognizes the important aspect of being able to provide a rational framework for ethics & positive behavior. We understand that there are many “good” upstanding citizens and programs that hold to purely naturalistic explanations for life and it’s meaning, and we deeply respect their freedom to hold such views. However, we have found that without a spiritual perspective it is difficult to make sense out of the notion of “goodness”, or for that matter, any other ethical or behavioral concept. We think kids have the same problem; they (like everyone else) are trying to make sense of the real world, which is filled with rejection & love, pain & pleasure. In our opinion, there is no better place for a hurting child to heal and learn than in a loving home; where they can be cared for and nurtured, while having these difficult questions and feelings explained from a world view that makes sense.

The Revolving Door:

Another area that sets Hope 4 Kids apart, is that we are particularly sensitive to the stress and dysfunction that can occur when a child is moved from one environment to another. Unfortunately, it is not uncommon for children to be abandoned or abused by their biological parents, moved to a group home (or other similar facility), then placed in a foster family, then reunited with their family of origin, then abandoned or abused again, only to find themselves placed in yet another group home or foster family. Needless to say this is painful for everyone involved and can be devastating for the children. Hope 4 Kids is very aware of this problem, and has implemented some effective strategies that we feel will reduce multiple placements.

As we all know, if something goes on long enough without anyone speaking up, it soon becomes a part of the standard practice. The above stated “revolving door syndrome” is no exception. We believe a primary reason for this problem, is due to a lack of consistent education and intensive therapy, that in most cases is not being provided to all the parties involved with a child’s transition. For example, a child may learn some excellent skills at a foster home or group home that greatly influences positive behavior within that environment; but this information is not discussed in detail with the transitional placement (i.e. foster parent, parents of origin, adoptive parent, etc.). As a result there is no consistency for the child, and he or she becomes insecure and reverts back to the original patterns. Hope 4 Kids is unique, in that we will go to the home of all the parties involved (including the biological parents if possible), to provide extensive evaluation, preparation, and therapy. Although these additional steps will not guarantee a lasting reunification or placement, they will assure a better chance at one.
